Very Small French Blue Butterfly

this one was about a quarter of the size of the other blues in the meadow yesterday:

is it a Common Blue with developmental issues ?

Yes. Very fashionable this year, it seems! That said, common blue is often diminutive in the summer broods in Mediterranean regions.
